Zero is used as both referring to the lack of numbers, but it is also the base placeholder.

Negative zero is every number including zero

I never heard of that, but I've seen -0 mean "to the left of zero" and +0 meaning "to the right of zero" which is the smallest infinitesimal representationally possible.
