Proposal to banish hunger and overpopulation _and_ dumbness

We must test each adult on its capacity to understand a natural logic, like say, value ontology, say.
If they do not show any inclinations to understand, we open their skull and take out the majority of the brain mass and sell it or donate it to the third world. We can sell the brain to delis in Moscow where surely it will find greedy customers, and then the proceeds could go to poor hungry Africa.

The title suggests that the rest of these stupid people is then dumped, as corpse. But we could also just let them continue exist with 20 percent of their original brain mass, which would be more than sufficient for a stupid person to hobble around on. Wed not exactly solve stupidity and overpopulation, but we'd at least be less wasteful with brain mass, which is too important (and yummy) to just let it occupy the heads of people who aren't going to be using it.
